I had a busted EGR valve on my truck for years and it passed fine. actually the only time I failed a test was because my PVC hose was disconnected.

it can cause rough idle and can cause your car to buck when it accelerates

yup its doing this on my 240sx, and yes it is affecting my fuel economy.

I'm not sure how it will effect your fuel economy. But I do know that the EGR valve plays a key role in reducing emissions. A malfunctioning EGR valve might result in more NOx emissions. You can look at the wiki page on EGR valves and probably find more details.
